Update Member Special Pricing

Updates the special pricing flag per member with effective date ranges. If SpecialPricingEndDate equals the start date of an existing range, that entire range will be removed.

Start date for special pricing (YYYY-MM-DD). Can define open-ended active date range or use with SpecialPricingEndDate.
